Implications of Welfare Policy Changes in the Developed Countries

Abstract
Since the oil crisis of early 1970s, the developed welfare states have been experiencing continuous economic recessions and slow economic growth. Three major developments in recent decades have altered the economic, political and ideological context of the welfare state in important ways. They are: the collapse of the socialist alternative, the globalization of the economy and the relative decline of the nation state.
As consequences of these developments, government social expenditures have been shrinking and social rights of citizens have been in retreat in these countries. Therefore, in this study, I tried to analyse the factors influencing social policy changes in these countries and to derive some implications for the future Korean social policy developments.
Implications derived from their experiences are as follows. To become a real welfare state, we need to increase the level of social expenditure up to the level of OECD countries. For the harmonization of economy and welfare, employment centered approach and affordable welfare state concepts are needed. Changing the welfare mix need not be a zero sum game-more private, less public-but extending private welfare production may require increased state regulatory control.
